| Description: | The former RTO/SCI-005 proposed a study on “Enhancement of Camouflage Assessment Techniques” in 1999 and submitted pertinent Terms of Reference and a Technical Activity Proposal to the RTO (see Annex A). The SCI Panel and the RTB approved the proposal in 2000 as the Task Group SCI-095.
This lead to the following broad program schedule:
• 2001: plan field trial and implement a dry run
• 2002: implement field trial and analyse the data collected
• 2003: compare and evaluate results, write final report
This report is organized as follows: Chapter 2 provides an overview of available camouflage assessment methods, including methods that were not evaluated in this study. Chapter 3 describes the two phases of the field trial. Chapter 4 contains the results of the field experiments with direct observations, which provide the reference for the following alternative assessments. Chapter 5 describes national observer tests with recorded imagery and Chapter 6 national computer-based evaluations of these images. Results from the various assessments are presented and compared in Chapter 7. This lead to the validation trial reported in Chapter 8. In addition to the conclusions, military benefits, lessons learned and recommendations are summarized in Chapters 9 - 12.
